This woman is wearing a headband style niqab or boushiya which is tied at the back of her head. The extra eye covering veil is laid down flat upon her head and tied under the headband.

 

Two more examples of niqab: The sister with the glasses wears a headband style "boushiya," with the eye veil flipped back over her head. The sister in front wears a half-niqab with elastic band underneath a matching plain scarf.
